Charlotte Bilney

Global CEO
Charlotte has been with CDR in Asia since 1996 and was appointed Global CEO in 2022 after co-leading the APAC region for over a decade, together with Jasmine Yap.

Her client work focuses on strategic advice, financial institutions, crisis, media relations and training for some of the world’s largest blue-chip companies operating in Asia. Charlotte is based in Hong Kong.

Jasmine oversees CDR’s eight markets in the region and has been with the company since 2005.

She leads many of CDR’s multinational financial institutions and professional services clients and also advises on M&As and IPO communications projects in the region.

An experienced trainer, she has conducted numerous media and speaker training sessions as well as crisis communications and messaging workshops. Prior to joining CDR, Jasmine worked at Bloomberg News in Hong Kong and BridgeNews in Singapore.

Benny Liu

Managing Director & Head of China
Benny has over 18 years’ public and investor relations experience in Mainland China and Hong Kong and he heads up CDR’s China operations.

He specialises in capital markets, financial services and corporate communications advising companies and has also wide-ranging Hong Kong and US IPO communications experience. Some of the notable IPOs he has worked on include those of Alibaba Group, BBMG, China Resources Cement, Hong Kong Electric Investments, Meitu, Swire Properties, Want Want China, WH Group and Yum China. He is an experienced media trainer and has trained hundreds of executives in both English and Chinese. He also gained extensive experience in regional marketing and communications at Man Group, one of the world’s largest alternative investment managers. Benny speaks fluent English, Mandarin, Cantonese and Hakka.

Deborah Tsui is the Managing Director and Head of Financial Services for Asia Pacific. She is also the co-head of the Hong Kong office.

With 20 years of experience in public relations, Deborah has worked extensively with financial institutions, listed and corporate clients. Previously, she served as the Director of Communications for APAC at Alibaba Group, where she gained extensive experience in regional marketing and communications. Earlier in her career, Deborah worked as an Event Coordinator in Morgan Stanley’s Investment Banking and Institutional Equities divisions. Deborah holds an MBA in Finance and an LLB degree, and she is fluent in English, Mandarin, and Cantonese. 

Deborah Tsui

Dolores Phua

Executive Director
Dolores has over 20 years’ experience in the communications industry. She has extensive experience advising listed and non-listed companies across diverse sectors.

Her expertise covers both financial and corporate communications, investor relations, various financial  transactions including mergers & acquisitions and reverse takeovers, as well as issues and reputation management.

As one of the most experienced IPO/IR specialists in Singapore, she has managed and supported the launch of over 100 IPOs on SGX-ST, handled reputation management for major M&A transactions and serviced numerous retainer clients in investor relations.

Dolores holds a Bachelor of Science (Hons) in Economics from London School of Economics and a Graduate Diploma in Financial Management.

Eileen is a communications professional with more than 16 years’ experience. She spent more than a decade with international communications agencies supporting clients in financial and professional services, lifestyle, and consumer industries. She is adept at media relations and has managed crisis and issues for lifestyle and consumer clients.

Her foray into the communications industry started with one of the region’s leading oil and gas, and infrastructure services companies. She later joined an international civil engineering company before her stint in communications agencies. She has held in-house communications roles at one of the biggest integrated resorts in Singapore and headed marketing & communications at a non-profit environmental organization managing events and media relations. 

Eileen holds a Bachelor of Science in Business Communications from The University of Kansas.

Eileen Bakri

Fanny Liu

Executive Director & Head of Taipei
Fanny has over 25 years of experience in public relations and financial journalism, news management and training.

She leads the Taipei operations for CDR, servicing both multinational and domestic clients. She advises clients on corporate communications and strategy, and also conducts media training sessions, drawing on her vast experience as a journalist.

Prior to joining CDR, she worked with the Wall Street Journal/Dow Jones Newswires, Taiwan’s Central News Agency and Thomson Reuters. At Reuters, she won a global company-wide award for developing a unique Chinese-language interface allowing users of Reuters news terminals to better track news stories. Fanny has served as a lecturer on news writing for civil servants and has been a translator for Taiwan’s leading financial magazine, Business Today.

Hui Kheng has over 20 years’ experience in journalism and communications.

She advises SGX-listed companies across diverse sectors as well as global financial institutions, providing strategic counsel in crisis management, stakeholder communications, media relations, investor relations and financial transactions. Prior to joining CDR, she was a broadcast journalist and then Executive Editor at Channel NewsAsia. She was also previously a reporter at Singapore’s Chinese daily Lianhe Zaobao.

Linda Pui

Managing Director & Head of Greater China Investor Relations
Linda is a seasoned financial communications professional who manages CDR’s Hong Kong office.

Leveraging her 15+ years of investor relations and financial transactions experience, she has implemented effective communications programmes for clients across a myriad of sectors, including fintech, technology, retail and consumer, media and entertainment, and real estate. 

Linda is also a specialist in managing IPO communications, including for Alibaba Group, the first homecoming secondary listing; SenseTime, the largest AI software group in Asia; and ZhongAn Online, the first major fintech listing in Hong Kong. Earlier in her career, Linda gained in-house experience overseeing the PR department at a leading integrated property developer in China. Linda speaks fluent English, Mandarin, Cantonese and Shanghainese.

Maggie is an experienced communications professional with 15 years of experience, leading the operations of CDR’s Shanghai office.

She has a broad range of expertise in corporate communications and advising international companies in China. Her client portfolio mainly includes international financial institutions, as well as consumer and retail brands. Maggie is also a seasoned trainer in media training and crisis communications. 

Before joining CDR, Maggie worked in the Transaction Services Department of an international accounting firm, where she gained valuable experience in mergers, acquisitions, and IPOs.

Maggie holds a bachelor’s degree in Finance from Shanghai International Studies University. She is fluent in Mandarin and English.

Sarah Tan

Director
Sarah has over a decade of experience in investor relations, corporate communications and corporate development within in-house teams and consultancies.

She has worked with global financial institutions and corporations to develop their communications strategy and investor relations programmes.
Sarah holds a Bachelor of Arts in Communications with a Business minor in General Management from University at Buffalo, State University of New York.

Sissi specializes in financial media relations, corporate communications, digital communications, and issue management.

With over a decade of PR experience in China, Sissi provides strategic counsel to leading Chinese and international financial institutions and listed companies. Before joining CDR, Sissi honed her skills at several local and international PR agencies, where she developed and executed PR campaigns for prominent financial services clients and listed companies. She is fluent in English and Mandarin.

Stanley White

Director & Deputy Head of Tokyo
Stanley White is a Director who leverages more than 20 years of experience as a financial journalist.

He joined CDR in June 2021, where he uses his extensive knowledge of the media landscape to advise clients on media relations, strategic communications, and stakeholder management.

Stanley previously worked at Thomson Reuters for more than a decade in Tokyo. Stanley has also worked in Japan as a reporter at Bloomberg LP and Dow Jones Newswires. Prior to that Stanley worked at CNN in Hong Kong.

Stanley has a bachelor’s degree in Philosophy from Yale University. He speaks fluent Japanese.
